An account holder can allow give Managers permissions such as inviting and deleting trainees, changing groups and adding or editing other managers.
Global permissions
Go to your profile (Hi [name] > Site settings. You will see the toggles. Green means they're on.
Individual permissions
If you want a manager to have the global permissions, ensure that Use global settings is selected (this is the default state)
You can choose to edit an individual manager's permissions by turning off Use global settings.
Managers using course licences
If a manager invites a trainees it uses a course licence from the general pool of course licences that you have available. It's best if you have a separate conversation with the manager to clarify your expectations around this so that they don't invite people you haven't approved to have access to courses.
