Giving access to a limited number of modules every few months is a way of extending the training over the year and also not providing people with a daunting amount of training to do in none go. You can set up groups of trainees and restrict the modules for those groups so that trainees only see a restricted set of modules. After 3-4 months, either move them to another group, or add more modules to the existing group.
You can also apply this methodology to inducting a trainee where they have to complete set 1 before they are allowed the keys to a vehicle.

Using module availability to set groups and modules for other types of courses
The forklift operator's certificate course has one optional module: Attachments. If you have one depot that uses attachments and one depot that doesn't, set up a group for each one and hide the Attachments module for the depot that doesn't use attachments.
The Driving in Difficult Conditions course has modules related to truck driving and modules related to driving in icy and snowy weather. If your company has two branches, one in Auckland, one in Christchurch, set up groups and hide the snow and ice modules from the Auckland branch.
The pre-trip inspection course has optional modules for combination vehicles, dangerous goods, cardan shaft brakes and tipper trucks. If you have a mixture of class 4 and class 5 trucks that only cart refrigerated products, hide the combination vehicles module from your class 4 drivers and hide the DG and tipper modules from all drivers.
